Yes, your Vamoots will handle a 25c tire and depending on tire maker up to a 28c tire in some situations.

If anything, the photos make the clearance appear smaller than it was. Clearance was not a problem. There was less clearance with the front tire than the rear tire, and that was with current "Moots Road Fork." So depending on your fork, your results may be different.
I have a nearly identical set of wheels to those shown in the photos with 700x23c Continental Grand Prix 4000s. I can say that the ride with the 700x28c is noticeably smoother. The 700x28c Continental Grand Prix 4-season tires have been pretty durable, and handle bad pavement and dirt roads well. I'm not sure the results would be as dramatic just going up to 700x25c.
The Conti GP4 'measures' less than 28mm speced (they come in around 26-27mm), either way it's a great tire.

Also the Clement Strada LLG is a good option. I can get away with the 28 on my Compact as it only measures out to 26 and it's not much taller than any of the 23's I've been running.
