While I was wiping down my Moots after riding this morning, I found plastic pegs at the end of the seat and chain stays. Are these from the box up and shipping or are they supposed to be left in? I left them in place since I wasn't sure.

Do you mean the small white pieces in the underside of the dropouts? Those are more 'plugs' than they are a 'peg'. When the frame is being welded, the tubes have to be purged with Argon - an inert gas - it keeps the welds from being contaminated. The welding tip shoots argon around hot end of the welder - and it zaps, electrically, the ti and/or ti rod, melting it and forming the welds you see. This 'hot end' is a small rod of tungsten and it is the eletrically charged piece (TIG welding - Tungsten, Inert, Gas - get it??). So you are displacing oxygen from both inside and outside the tube.
Once the frame is done, it gets aligned, chased, faced.....whatever - then it goes to finishing and these plugs are put in - to prevent the blast medium from getting inside the frame (as much as possible anyway). The blast material is a glass medium and is very fine.
So, once blasted, the plugs technically aren't needed anymore, but it prevents dirt and water from getting in the stays and its also makes the frame look professionally finished.

The white plugs you see in the dropouts are installed before we blast the frame. It keeps the blast material we use from getting into the frame during blasting. It also keeps dirt/water from getting into the frame during riding. Leave them alone...they are meant to be there.
We use a different set up for purging the frame during welding.
