I need to get a quick-release seatpost collar for my '99 YBB, and I measure the O.D. of my seatpost at 31.9mm. I'm finding seatpost collars of 32mm and 31.8mm - which size is the right one to get?

Go with the 32mm...our 1999 seat tube was a 1 1/4'' out side diameter....which is a 31.9 front der clamp, which will take the 32mm seat collar....Salsa does a great job with the seat collars....I'd look at those ...good products.
