Fubar, In my opinion - that is bad advise. You don't drill a hole into a frame. Any frame. arm017, it won't be done at Moots and there is a reason. Another builder 'could' do it, but unless you pay a fair amount, they'll probably say 'no' as well. It's much more difficult to do this work on a full frame than a tube, filing off (very carefully) the guides and stops, drilling into a tube that probably wasn't meant to be drilled (and again, a frame, as opposed to a tube, adds a huge '.....uh......' to this). The tubes are held in jigs and drilled, mitered, cut,.....whatever). I think it is 4 holes and the super tricky one would be the right chainstay for the rear derailleur.
Then it's a matter of checking and (if needed), realigning it, re-blasting it and new decals. I would think Moots would be quite hesitant to send a decal set to another builder.
Much more prudent to sell the bike/frame and start from stratch.
