No max suggestion, cut it where you need it to fit properly for your drop from saddle to bars.

I thought I'd read somewhere that you recommend like 2cm of spacers max to ensure the frame remains stiff as you like...no? (did I dream it ??!!)

It may have come from the fork manufacturer to keep people from over extending the steerer tube lenght, from a strenght standpoint.

If you are installing one of the Alpha-Q forks, the installation instructions I have for one of their forks specifies that the total steerer stack height (stem + spacers) should not exceed 80mm above the upper headset bearing. I'm pretty sure that this is a safety issue, because the glue-in insert is 100mm long and needs to extend at least 20mm below the upper headset bearing in order for the steerer tube to be properly reinforced.
